Error showing 403 Error when trying to access the IP Address assigned to the pihole. Running Ubuntu 18.04. Any help would be great! First time installer

are you accessing the IP directly or with /admin/
What does http://pi.hole/admin/ pull up ?
You seem to be missing quite a few things. I would surmise your install is broken or it never completed in the first place. Try apt-get update/upgrade, then run pihole -r > Repair
