-run Pi-Hole to block all traffic except Whitelist, then Whitelist sites go through adblocking Pi-Hole list

-create small Windows appliication like Putty with three buttons:

  1. Current Whitelist
  2. Add Domain
  3. Remove Domain
    With the ability to copy/paste

I think your request is a bit out-of-scope for our project, but you may find the upcoming audit log will meet some of your needs.
